State and County Update on Re-Opening Santa Barbara County Supervisor Gregg Hart stated that the regulations outlined by the Governor for County reopenings across the state were much more restrictive <https://www.gov.ca.gov/2020/05/07/governor-newsom-releases-updated-industry-guidance/> than had been anticipated from the Governor’s earlier remarks. Counties are required to meet six pre-conditions <https://www.gov.ca.gov/wp-content/uploads/2020/05/5.4-Report-Card-on-California-Resilience-Roadmap.pdf> to advance along the Governor’s “Resiliency Roadmap” <https://covid19.ca.gov/roadmap/>, the most significant of which mandates that a County considering re-opening along the phased timeline show not a single COVID-19 death for 14 straight days, something that Santa Barabara County has not been able to report since the beginning of the pandemic, according to the Supervisor. Supervisor Hart explained that the County Health Department was obligated to establish guidelines aligning with those of the Governor. While Governor Newsome indicated that the early Phase Two Re-Opening he described would mean that about 70% of the state was re-opened, albeit with restrictions, only three sectors in addition to essential industries were mentioned for initial Phase Two openings - retail (re-opening guidance retail: <https://covid19.ca.gov/pdf/guidance-retail.pdf>), logistics (re-opening guidance: logistics & warehousing <https://covid19.ca.gov/pdf/guidance-logistics-warehousing.pdf>), and manufacturing (re-opening guidance: manufacturing <https://covid19.ca.gov/pdf/checklist-manufacturing.pdf>).
